What is a Metropolitan District?
A metropolitan district is an independent local governmental entity organized under Title 32, Article 1 of the Colorado Revised Statutes. Metropolitan districts can provide for financing and construction of public improvements for a particular neighborhood or community and ongoing operation and maintenance for public improvements. Metropolitan districts can provide any two or more of the following services: street improvements; water facilities, services and water rights acquisition; sanitation facilities and services; park and recreation facilities; traffic-related safety protection improvements; transportation facilities and services; television relay and transmission facilities and services; mosquito control facilities and services; security services; and covenant enforcement services.
What Public Improvements and Services do the Districts Provide?
A detailed description of the public improvements and services provided by the Districts can be found in their Service Plans approved by Denver County in October 2017.
The Districts received authority to incur a maximum of $450,000,000 of debt to provide and pay for public improvements. The Districts can use property tax revenue generated from their debt service mill levy as well as other types of revenue to repay such debt. The Districts' maximum debt service mill levy is 50 mills and their maximum operations levy is 10 mills.
How to Become a Board Member
In order to qualify to serve on the Boards of the Metropolitan Districts, an individual must be an “eligible elector” which is defined as a registered voter of Colorado and: (1) who is a resident of the Metropolitan Districts; or (2) who, or whose spouse or civil union partner, owns taxable real or personal property situated within the boundaries of the Metropolitan Districts. A person who is obligated to pay taxes under a contract to purchase taxable property situated within the boundaries of the Metropolitan Districts shall be considered an owner within the meaning of (2) above. If qualified, an individual may serve on the Board after being elected at the Metropolitan Districts' regular election in May of odd numbered years, or appointed to fill a vacancy on the Board.
